The State's Information Highway - WBSWAN is the backbone network for data, voice and video communication throughout the state of West Bengal and this Government Intranet, through which e-Governance activities of the Government of West Bengal will be undertaken, will be based on IP (Internet Protocol) technology.
WBSWAN network provides connectivity of Data, Voice & Video Communication facilities from State Switching Centre at Kolkata up to all District Headquarters as well as some important cities on 2 Mbps (E-1 link) leased line of BSNL.
In the current financial year all Block (The lowest Administrative segment of the union of India) Headquarters will be connected with their District Headquarters on 64 Kbps Leased line upgradable to 2 Mbps bandwidth.
In the current financial year selected Panchayats (a locally represented body consisting of number of villages) will be connected with their Block Headquarters during subsequent phases of expansion of WBSWAN.
State Capital as well as each District Headquarter has access to Video Conferencing, Multi-conferencing facility through Multipoint Conferencing Unit (MCU) at Kolkata.
The SWAN has Provision for horizontal expansion for connectivity at all levels.
This Intranet provides seamless connectivity among Government departments / directorates as well as among the various offices of each department / directorate all over West Bengal.
Government Application Service Provider (ASP) project is based on this network.
All the Police Stations and Courts are connected through a dedicated network (WBSWAN) and dial-up connection

WTL has been awarded the job of “IT CONSULTANT” to the Coal Mines Provident Fund Organisation, under the Ministry of Coal, Govt. of India.
CMPFO is the custodian of Over Rs. 33,000 Crores of Provident Fund on behalf of all employees of Coal India and Singareni Collieries Ltd.. CMPFO is head Quartered in Dhanbad, Jharkhand, and has Regional Offices (RO)s at 16 locations in the state.
WTL has deputed Consultants at site who will act as a core team to support CMPFO to help build its transaction and information hubs which would enable CMPFO’s internal & external customers to leverage the existing IT systems while continually deploying, updating and replacing applications that are deployed on these systems. WTL will also ensure hat the new products and technologies can seamlessly integrate into CMPFO’s existing setup as an essential part of the consultancy activity. As per understanding, our main responsibility is to provide advice and assistance to select right technology & compatible support infrastructure to enable CMPFO provide best possible support to its customers thereby taking care of the technical superiority and long term investment. The ultimate processes would lead towards gradual migration from paper-based system towards computerized workflow processes, which are enabled by flow of data streams from its numerous branches. More over the consultant would also places great emphasis on building the skills of CMPFO staff in an automated set-up.
Among other things, WTL will assist CMPFO Commissioner, to implement a State-of-Art Computerised Pension and Provident Systems replacing the existing systems, which are technologically outdated and needs enormous effort to maintain. WTL shall also be assisting CMPFO in implementing a Wide Area Network connecting all the ROs to the HQ using cost effective but highly available lines.
The project is for 2 years duration with scope of extension in future.
